1. objectives and content criteria for the publication server of Clausthal University of Technology
The publication server offers all members of Clausthal University of Technology the organizational and technical framework for the electronic publication of scientific documents. The publication server is a service of Clausthal University Library.
The electronic documents are given permanent addresses and are indexed via national and international library catalogs, search engines and other reference tools. In addition, long-term archiving of the electronic documents is guaranteed (at least 5 years).
2. the Clausthal University Library's collection mandate for electronic documents
The University Library's collection mandate includes the storage, cataloging and archiving of all electronic documents published by members of Clausthal University of Technology. This includes both purely electronic publications and electronic versions of printed documents. Clausthal University Library also collects, makes available and archives scientific electronic documents as part of its regional tasks.
The authors' copyrights are protected. Publication on the publication server does not prevent further publication of the documents in specialist journals or monographs or on other servers. In accordance with the recommendations of the German Council of Science and Humanities, all scientists in Germany are requested to secure a corresponding further right of use when concluding publishing contracts and to additionally publish the documents they have written on the publication server - possibly after a blocking period.
The authors and publishers of electronic documents are responsible for complying with the copyright and exploitation rights of third parties.
3. the electronic document
For the purposes of these guidelines, the term "electronic document" refers to a document that is based on text, graphics, audio or video sequences, is stored in digital form on a data carrier and is distributed via computer networks. Documents that have already been published will not be deleted or changed unless there are serious legal reasons for doing so.
An electronic document to be published via the publication server fulfills the following conditions:
- It is intended for distribution to the public.
- It is not a dynamic document. If changes are necessary, the modified electronic document is saved as a new version.
- It must be free of any technical protection devices and digital rights management (DRM) procedures. Format migrations are carried out as required, e.g. to ensure long-term availability. Format migrations are not considered to be changes to the electronic document.
4. electronic documents that are published and distributed via the publication server
The following categories of electronic documents are stored and distributed via the publication server:
- Publications and publication series of Clausthal University of Technology with scientific content,
- Publications and publication series edited by members of Clausthal University of Technology, such as collective works, conference proceedings, research reports, journals (e-journals) or series,
- Documents whose publication is prescribed by examination regulations (dissertations and habilitation theses),
- Publications and publication series of institutions and persons associated with Clausthal University of Technology,
- Documents by students of Clausthal University of Technology, such as diploma, master's and seminar theses, if the publication was recommended by a member of the teaching staff.
- Documents of scientific relevance within the scope of the regional and supra-regional collecting tasks of Clausthal University Library
5. technical features of the publication server
- The electronic documents are provided with individual and permanent addresses that allow direct access to the documents. The addresses are registered as URNs (Uniform Resource Names). The administration and maintenance of the URNs is guaranteed by the Clausthal University Library.
- The electronic documents can be found via library catalogs, searches in bibliographic metadata, alphabetical and classificatory orders as well as dynamically created lists and indices.
- The archiving period of the formats depends on the availability of the format, the viewing software and the conversion options. The archiving period is at least 5 years.
6 Organizational regulations
- The publication server is operated by Clausthal University Library. Technical support is provided by the Central Office of the Joint Library Network (VZG).
- The electronic publication of publications is free of charge for members of Clausthal University of Technology and members of institutions associated with Clausthal University of Technology.
- Additional work required for publication, such as the preparation of electronic documents or conversion into other formats, is supervised or carried out by the staff of the University Library by arrangement. Work that requires significant additional effort will be charged according to the University Library's fee schedule.
7. withdrawal of full texts
Clausthal University Library can block access to the full text on its own initiative or at the request of the author or the institution that has made the full text available on the publication server if the author concerned invokes his/her right to recall due to changed convictions or his/her personal rights in accordance with Section 42 UrhG or if the rights of third parties are infringed. However, the text is not deleted because it has been assigned a PID (Persistent Identifier) during the publication process, meaning that the text may have already been used or cited. The metadata and access to the full metadata display remain in the publication server, but access to the full text is blocked with a transparent indication of the reasons.
